On a recent Sunday morning, a group of children were preparing to ride in the backseat of a minivan in the driveway of a home in the Dallas suburb of Beaumont.
The vehicle was parked in front of the family’s house, which is located on the outskirts of the city.
The children were wearing black headbands and red and white armbands.
Behind the minivan was a group called the ‘Driving School’.
The students, some dressed in black and some in red, had gathered at the front of their minivan to practice driving on roads outside the city limits.
“We’re going to do our part to help save the lives of those children,” the children’s teacher, Aimee, told reporters.
The Driving School is one of several similar schools around the US, with around 150 in the United States and many in Canada.
According to the American Civil Liberties Union, some of the schools are “educational” in nature.
The US is the world’s largest country by far for its number of driving schools, with more than 20,000 in operation.
The vast majority of these schools are operated by the state.
A few states have banned their use.
Some have even banned them outright, with the US Department of Education claiming that they encourage reckless driving, while others have claimed that they are simply education programs.
The government’s official position is that they “do not promote or condone the practice of driving in a reckless manner”, while a federal study found that they were not harmful to the general public.
In some cases, the US has taken the position that the school is not a vehicle to teach driving and instead should be a tool for the state to promote safer driving practices.
In the United Kingdom, the UK Department for Education banned the school’s use and has since put up a sign saying that the facility is not to be used for driving.
However, the school continues to operate.
According a press release issued by the Department for Transport, the Driving School was created in 2005 and the current licence plates for the vehicles on the roads in the area are “A19” and “E9”.
The school is “not a driving school”, according to the release.
According the release, “it is for the use of adults and for the training of adults in driving.”
However, a spokesperson for the Department of Transport told Al Jazeera that the ministry “does not support or endorse the Driving Schools and does not condone the use or training of children for the purpose of promoting unsafe driving.”
The Driving Schools website says that it offers “dedicated instruction in the fundamentals of driving”, and that the schools has “a variety of teaching programs, including classroom and driving lessons, as well as instruction in safe driving practices, including pedestrian safety and road safety”.
It also states that it is a “non-profit organisation”, “with no profit motive and no political agenda”.
However, according to an article published in the Independent on Sunday, the website is registered in a UK tax haven, “a US shell company” and is owned by the “British taxpayer”.
A spokesperson for The Department of the Environment, Food and Rural Affairs said that “it has never approved or approved of the DrivingSchools organisation.
There is no tax advantage for DrivingSchool.”
According to Al Jazeera, the government of the United Arab Emirates is also a member of the International Driving School Association.
A spokesperson from the UAE’s Department of Tourism said that the country is “an important member of an international driving education organisation and its members provide excellent training for UAE drivers”.
However a spokesperson from Emirates Education said that while they are “open for business” with the UAE, “we have no involvement with the Driving schools.”
“The Driving Schools are not endorsed by the UAE Government,” the spokesperson said.
“They are a non-profit group.”
According the Department’s press release, the driving school operates from an “unlicensed premises”, which is “controlled by a local government authority” and has “no operating licence”.
In a statement to Al-Jazeera, the organisation said it was “unaware” of the UK government’s position.
The department said it is “aware of recent reports in the media that the Driving school is operating outside of the law”.
The department has also issued a statement in response to questions about the “driving school” issue.
The statement read: “The Department for Tourism is a member and has a stake in the Drivingschools UK operation.
It is an organisation that is not endorsed or approved by the UK Government.
The Department for the Environment is an accredited charity, that has a non profit focus, and operates as a charitable organisation.”
The department did not respond to Aljazeera’s request for further comment.
